Yes, Free Willy is based on a true story. The film is inspired by the life of a remarkable killer whale named Keiko, who captivated audiences with his on-screen portrayal of Willy.  Keiko was indeed a captive killer whale, residing in various amusement parks before being cast in the role of Willy.
