Stanfa was arrested in March 1994 for Racketeer Influenced and Corrupt Organizations Act crimes, convicted in 1995, and sentenced to life in prison in 1996. With the majority of Stanfa’s allies arrested and sentenced, Merlino won the fight and chose Ralph Natale as his new boss while claiming to be his subordinate after being released from prison in November 1994. Merlino was the real authority in the family in period of Natale’s rule, allowing Natale to become boss and divert the focus of law enforcement away from himself.
However, Merlino became famous as a notoriously flashy gangster who often partied with a huge entourage. Because of his open approach in front of TV cameras, he was called “John Gotti of Passyunk Avenue” by the press (Passyunk Avenue is a major road in South Philadelphia). He also invited the press to Christmas parties to give turkeys to the poor and Thanksgiving feasts at housing developments. The attitude and aggressiveness of Merlino’s younger faction has scared some criminals into collaborating with the crime family. Merlino often placed large bets with bookmakers and then refused to pay when he lost. Guzzling is a method used by both independent and crowd-run bookmakers. Merlino and Natale managed the crime family’s gambling, loan sharking, extortion, and merchandise theft activities during this period.
