History of WAEC

The history of the West African Examinations Council (WAEC) dates back to an important meeting held in 1948 between representatives of the University of Cambridge’s Local Examinations Organisation, the College’s Examinations Admissions Council. University of London and the West African Ministry of Education. The main objective of this meeting was to discuss the future of education in West Africa.

During the meeting, Dr. George Barker Jeffery, Director of the Institute of Higher Education London, was sent to visit several West African countries, including Ghana, Gambia, Sierra Leone and Nigeria. The purpose of his visit was to assess the level of general education and requirements in these regions.

Over a three-month period, from December 1949 to March 1950, Dr. Jeffery scrutinized the educational landscape and then submitted a report, now known as the Jeffery Report. The Jeffery report strongly supports the establishment of the West African Examinations Council and provides detailed recommendations on its composition and responsibilities.

Recognizing the importance of the report, the groups that convened with Dr. Jeffery proceeded to invite the respective governments of Ghana, Gambia, Sierra Leone and Nigeria to participate in the discussion. Together, they reached a consensus on the implementation of the West African Examination Board, fully accepting the recommendations made by Dr. Jeffery.
