James Marsh of South China Morning Post gave the film a rating of 1/5 and criticized the “excessive violence in a Korean action movie.” He specifically mentioned the character of Han Hyo-joo, describing the new villain, Seob So-chen or Big Knife, as a “deadpan, chain-smoking angel of death” with various physical traits. Marsh concluded that the movie, despite the commitment of some viewers, delivers two exhausting hours of intense action and misdirection, ultimately adding nothing significant compared to its superior predecessor.

On the other hand, Lori Meek of Ready Steady Cut gave the film a rating of 3/5. She mentioned that, similar to the first movie, Believer 2 provides a significant amount of gratuitous violence while introducing additional layers and twists to its storyline.
